Noy manages the R&D team of Alcatel-Lucent's cloud solution - Cloudband, the platform for NFV.
In his role he is responsible for driving and delivering the platform VIM layer based on openstack together with the MANO layer to support automatic operational lifecycle processes of virtual network functions from deployment to monitoring, scaling, healing, upgrading, and terminating.

Prior to joining Alcatel-Lucent, Noy was VP R&D of the startup Spikko, an internet-free communications solution.

Before that, as R&D manager at JAJAH, Noy grew the company from its early days as a startup, to a successful acquisition by Telefónica in 2009 for $207M.

Noy holds a B.Sc in Computer Science from the College of Management, Academic Studies in Israel.
